Catching the bad guys before they're bad

i've posted some TAL (This American Life) shows before, but here's another one concerning an individual who was basically roped into terrorist activity by the government and then charged and sent to jail, without really doing anything wrong. Isn't that entrapment!??! i mean, come on...theoretically, i could be arrested in the grocery store while pushing my cart of food around because i may have the potential to bypass the checkout line and run out without paying?!! okay, a little extreme, but seriously, come on.
