Herbert Hoover, acclaimed as the most talented and skillful man of his time, was incapable of rising above his narrow perspectives in the face of the Depression, and his stubborn limitations marked his party for two generations. Bush views his State of the Union speech as another occasion for declaring what he will do regardless of what anyone thinks (with Cheney's approval). His intention is not to report on the state of the Union. It is to express his state of indifference to the Union."
CNN:
"When he gives his sixth State of the Union address Tuesday evening, President Bush will be facing an angry citizenry dissatisfied with his leadership by a 2-to-1 ratio.
The CNN/Opinion Research Corporation poll, released on the eve of the speech, found only 34 percent of respondents approved of Bush's job performance while 63 percent disapproved.
Two-thirds of respondents say that Bush has done something to make them angry -- a figure that has grown six points since last year and 16 points since Bush's State of the Union in 2004."
Oh and there's some info in that CNN article about Bush's plan to make health benefits "taxable income". What would be something to see, would be if Congress didn't clap. Or at least if the dems didn't. But it'll be the same formality we're used to. Although there might be some funny glances from the Speaker.

"With his popularity at an all-time low and Democrats controlling both Houses, he will be addressing a potentially hostile audience for the first time.
So, correspondents say, he will focus on domestic policy, where he believes he can forge a bi-partisan consensus.
He will mention Iraq, but only as one element in the US-led war on terror.
Recent opinion polls suggest only one-in-three voters approve of the job the president is doing - making him more unpopular than any other president in the last 50 years, except Richard Nixon just before he resigned."
